ICS (Import Control System) is the electronic security declaration management system for the importation of goods into the European Union customs territory.

Starting as from the 1st of January 2011, according with the new regulation, a certain number of information must be sent to the EU customs office of first entry before every single shipment enters the European Customs territory (according to EU regulation timings): it will be mandatory to file an electronic Entry Summary Declaration (ENS) before carriage of goods into European customs territory.

ARN (Arrival Notification) must be sent at the moment of flight arrival.

Send ENS to Customs

- Standardized electronic ICS message defined by EC (same data in all the MS) but format defined at national level.

- Sent to: Office of first Entry and possibly to the Office of Lodgement in another MS (if applicable there).

- Prior to arrival (legal time limits!)

- Prior to/at departure (wheels-up) for short haul

- 4 hours prior to arrival for long haul

- Must contain Annex 30A data, including entry key data:

- Mode of transport at border

- Identify of means of transport: IATA or ICAO flight number

- Expected scheduled date (and time) of arrival

- Office of first Entry

‘things to do’ and deadlines:

Before 5th November, 2010 The Carrier contacts Alha and provides required instructions and information (e.g. which party will perform different steps of the process, etc..)

From 1st November, 2010 to 14th November, 2010 Technical and operational meetings (or conference calls) are held between the parties (Alha and the Carrier)

From 15th November, 2010 to 15th December, 2010 Procedures, messages and interfaces are tested

1st January, 2011

Import Control System will start applying in European Countries, including Italy.

Shipments entering the EU Customs territory must comply with the new EU regulations and must undergo ICS process

With respect to the new EU ICS regulations, and depending on which party will perform each step of the process, different scenarios shall be considered:

f) Customs sends A3 back to Alha

g) The process is completed as Alha performs amendments and receives feedback from Customs

b) Customs generates Movement Reference Number (MRN) upon registration of the ENS; the MRN is sent to the third party

a) A third party sends ENS to another Member State’s Customs Authorities

b) Customs generates Movement Reference Number (MRN) upon registration of the ENS and sends it to a third party

c) In any case Alha must receive MRN; the third party must send Alha MRN

d) Alha processes MRN

e) Alha sends ARN to Italian Customs

f) Italian Customs sends A3 back to Alha

g) The process is completed as Alha performs amendments and receives the feedback from Customs

2.2. ENS is sent by a third party, ARN is also sent by a third party

a) A third party sends ENS to another Member State’s Customs Authorities

b) Customs generates Movement Reference Number (MRN) upon registration of the ENS and sends it to a third party

c) A third party receives MRN, processes it and sends ARN to Italian Customs authorities

d) Customs sends A3s back to the third party

e) Alha must receive A3s and MRN: the third party sends Alha A3 and MRN

f) Alha provides the third party with all required information in order to perform all amendments

g) The process is completed as the third party performs amendments and receives the feedback from Customs
